We want to recruit a highly experienced Senior Technology Manager – Fintech Regulatory Compliance who will be based in a global fintech financial institution with its headquarters in Dubai. This is a high-level strategic leadership position that presents a unique platform for influencing the evolution of regulatory technology through innovative digital platforms and financial services products.
The ideal candidate will be tasked with creating and implementing a strong technology compliance plan that fits within UAE Central Bank (CBUAE) regulations and other regional guidelines. You will spearhead programs in cloud compliance, cybersecurity, data governance, and technology risk management, making sure our fintech platforms are compliant, scalable, and secure by design.
This position needs a reputable technology leader who can effortlessly operate between regulators, top executives, and technical stakeholders and turn complex compliance necessities into functional, scalable technology solutions.
Key Responsibilities
1. Regulatory Technology Strategy & Execution
Establish and implement long-term regulatory technology strategy aligned with organizational objectives and regulatory requirements from CBUAE and other regional regulators.
Implement compliance-by-design principles in all technology systems and digital initiatives.
Assess, procure, and implement cutting-edge RegTech solutions that bolster the firm’s compliance stance and operating effectiveness.
2. Governance, Risk & Compliance (GRC)
Direct the formulation and continuous maintenance of the firm’s technology governance model, such as cybersecurity, risk reduction, audit readiness, and business resilience.
Create and preserve technology risk registers, control libraries, and compliance dashboards.
Facilitate compliance with data protection legislation like DIFC DP Law, ADGM laws, and comparable GDPR equivalents in the UAE environment.
3. Interface with Regulation
Serve as the main interface for all technology-regulatory interactions.
Regulatory audits, inspections, and licensing activities with the CBUAE and other supervisory organizations.
Preparation and delivery of periodic reports and risk evaluations to regulators, executive management, and board-level compliance committees.
4. Cloud Infrastructure & Security Compliance
Manage cloud-native platform plans to make them CBUAE’s regulatory compliant for data hosting, sovereignty, and resilience.
Partner with cloud providers and internal infra teams to keep hosting environments safe, scalable, and compliant.
Head up regular cloud security audits, penetration testing, and disaster recovery exercises.
5. Stakeholder Collaboration & Change Management
Partner with Product, Engineering, Legal, Risk, and Compliance teams to ensure end-to-end compliance through the technology stack.
Drive cross-functional alignment on compliance objectives while promoting safe innovation.
Provide training programs and awareness sessions to instill a strong compliance culture within technology teams.
6. Executive & Board Reporting
Provide routine briefings to executive management, the board, and audit/risk committees regarding:
Technology risk posture
Compliance trends
Strategic initiatives
Regulatory engagement results

To succeed in this position, you will be an experienced technology executive with extensive experience working within regulated financial services sectors. You should possess a balance of technical expertise, regulatory insight, and strategic leadership skills.
Required Qualifications:
Bachelor’s or Master’s degree in Computer Science, Information Security, Engineering, or related discipline.
Certifications like CISA, CISSP, CRISC, CCSK, or AWS Certified Security – Specialty are a definite plus.
Experience:
Minimum 15 years of technology leadership background, with a minimum of 5–7 years in fintech, digital banking, or other regulated financial institutions.
Track record of experience working with central banks, regulators, or supervisory authorities in a leadership role.
Proven experience in taking regulatory requirements and converting them into operational and technical solutions.
Hands-on experience in developing and managing cloud-native platforms (AWS, Azure, or GCP) in high-compliance environments.
Technical & Leadership Skills
Excellent understanding of cybersecurity frameworks (e.g., NIST, ISO 27001, UAE IAS/ISR).
Excellent understanding of data privacy legislation, encryption policies, audit trails, and incident response practices.
Excellent communication and stakeholder management skills with the ability to influence at executive and board levels.
Experience with DevSecOps, compliance automation, and GRC platforms is desirable.
Market Knowledge:
Direct experience in the UAE financial services ecosystem is a must.
Knowledge of CBUAE’s Open Finance Framework, stored value regulations, and digital payments guidelines will be a definite plus.
