We are currently looking to recruit qualified and experienced professionals for the position of HSE Officer-Offshore to join our client operations in Al Khobar, Saudi Arabia. The successful candidate will play a critical role in maintaining the highest standards of health, safety, and environmental compliance across offshore operations.
Primary Purpose of the Job-KSA Best Jobs 2025
The successful candidate will be responsible for the implementation, monitoring, and improvement of Health, Safety, and Environmental standards at offshore worksites. The position ensures that all offshore activities are carried out in accordance with regulatory requirements and company policies regarding international safety standards. The HSE Officer will act as operational safety guardian at the front line, supporting management and offshore personnel in building a safe and environmentally responsible workplace.
You will act as an important link among on-site personnel, project management, and the client representatives, in particular for projects under Saudi Aramco, to ensure all HSE procedures are implemented effectively, incidents minimized, and continuous improvement achieved through proactive risk management.
Roles & Responsibilities-
As the HSE Officer-Offshore, you will be vested with a broad array of responsibilities in safety management and compliance, including but not limited to:
- Health, Safety, and Environmental Compliance
Make sure that all offshore activities are carried out in accordance with Saudi Aramco HSE requirements, as well as local and international safety regulations.
Enforce company and client-specific safety policies, procedures, and management systems at the worksite.
Promote a culture of “Zero Harm” through consistent application of safety principles and behaviors.
Monitor day-to-day operations to ensure that safety standards are followed and take action upon deviations.
- Risk Assessment and Incident Prevention
Conduct detailed JSA and Risk Assessments for offshore operations including drilling, maintenance, lifting, and marine activities.
Identify and develop mitigation strategies for potential hazards with operations teams.
Proactively manage the risks to prevent accidents, injuries, or environmental harm.
Keep detailed records of all recognized risks, control measures, and preventive actions.
- Incident Reporting and Investigation
Lead or assist in the investigation of accidents, near-misses, or unsafe conditions to identify root causes and recommend corrective and preventive actions.
Ensure the timely submission of incident and safety performance reports to the Project HSE Manager and representatives of the client.
Track the corrective actions to their effective closure to prevent recurrence.
- Offshore Inspections and Audits
Conduct periodic site inspections, safety audits, and compliance reviews at offshore locations, to include platforms, barges, or vessels.
Assess site practices against company HSE standards and make recommendations for improvement.
Support third-party and client audits. Ensure findings are resolved accordingly.
- Emergency Preparedness and Response
Conduct regular and efficient emergency procedures and drills (fire, man overboard, spill response, etc.).
Participate as an active member of the offshore emergency response team, including coordination with supervisors and vessel management.
Ensure all personnel are familiar with the location of emergency exits, muster points, and procedures for evacuation.
- Training and Awareness
Provide regular HSE training, toolbox talks, and safety inductions to all offshore personnel.
Reinforce key safety messages to promote awareness of hazards and compliance with standard procedures.
Assess the effectiveness of training; recommend additional competency-building activities where required.
- Environment Protection
Monitor environmental protection in offshore operations, such as waste segregation, spill prevention, and emission controls.
Ensure that environmental regulations and reporting requirements are followed.
Promote sustainable practices that minimize the environmental impact of operations.
- Documentation and Record Management
Maintaining proper and timely HSE documentation, such as certificates, risk assessments, inspection logs, and training records.
Ensure all necessary safety permits are available and all checklists have been performed before any offshore activity commences.
Support management in the preparation of HSE performance summaries and KPI reports.
Required Experience and Skills-KSA Best Jobs 2025
Candidates can only be considered for the position if they meet the following minimum criteria:
Experience:
Minimum 6 – 12 years of total professional experience, out of which at least 5 years must be in an offshore HSE role in the Oil & Gas industry.
Preference will be given to candidates with previous experience in Saudi Aramco offshore projects.
Technical Competence:
Strong understanding of offshore safety regulations, risk assessment techniques, and incident management procedures.
Ability to interpret and apply HSE codes, standards, and best practices applicable to offshore operations.
Documentation & Certification Requirements:
The candidate shall be in possession and present valid and verifiable certificates for:
Previous Aramco Approval
BOSIET (OPITO Certified) – Basic Offshore Safety Induction and Emergency Training
Hâ‚‚S Awareness and Escape Training Certificate
NEBOSH International General Certificate
NEBOSH Certificate Verification (Mandatory)
OSHA 30 Hours Training – Occupational Safety and Health Administration
BLS / First Aid Certification (Basic Life Support)
Receipt for membership in IOSH or proof of application to join the Institution
Communication Skills:
Excellent verbal and written communication skills in English; knowledge of Arabic will be an advantage.
Ability to prepare clear reports, conduct safety briefings, and communicate effectively with multinational teams.

Educational Qualifications
Minimum Qualification: Diploma in Engineering, Safety Management, or any related field.
Preferred Qualification: Bachelor’s Degree in Engineering, Environmental Science, or Industrial Safety.
Additional certifications in Occupational Health & Safety, Environmental Management, or Fire Safety will be an asset.
Working Conditions
Work Location: Saudi Arabian waters on offshore installations, along with rotation-based scheduling (per project requirements).
Reporting Line: Reports to the Offshore HSE Supervisor or Project HSE Manager.
Work Environment: Offshore platforms, vessels, or rigs, with strict adherence to safety procedures and readiness in case of emergency.
Work Schedule: Normally rotational, such as 28/28 or 35/35 days on/off, depending on the client’s arrangement.

Contract Basis: The assignment is purely project-based. However, the selected candidate may be extended further or deputed to other Aarvi Encon offshore projects.
