About the Institution
The United Nations General Assembly established the Independent Institution on Missing Persons in the Syrian Arab Republic (IIMP) by Resolution 77/301 adopted on 29 June 2023. The Institution was created because of the urgent humanitarian imperative to identify the fate and whereabouts of missing individuals in Syria, assist their families, and support accountability and truth. As a stand-alone organization in the United Nations system, the IIMP functions with impartiality, transparency, and in a manner of respect for human rights.
The headquarters of the IIMP are currently situated in Geneva, Switzerland, although applicants should be aware that the duty station could be changed in response to the operational requirements. Possible future relocation to Damascus, Syria, or other field-related location cannot be ruled out. Candidates should be prepared to exercise flexibility and willingness to serve in a new assignment, in compliance with UN regulations and policies.
The Administrative Officer will be directly under the authority of the Head of Entity or his/her representative and will have a direct role in setting up and developing the administrative and operational framework of the Institution.
The Administrative Officer (P-4) will be an integral part of the management team of the IIMP, tasked with ensuring prompt delivery of human resources, budgetary, financial, and general administrative services. The role demands a strategic thinker who is an experienced professional with the capability to establish new administrative systems, lead teams, and ensure UN policy and procedures compliance.
Position Overview
The appointee will offer professional advice in all administrative operations, handle sophisticated budgets, monitor human resource functions, and make inputs towards effective running of an internationally new institution.
Major Responsibilities
Reporting to the Head of Entity, the Administrative Officer will undertake the following responsibilities:
- Human Resource Management
Direct and coordinate entire human resource management operations such as recruitment, placement, promotion, performance management, and termination of staff members.
Ensure that every action of HR is in accordance with UN regulations, policies, and best practices.
Render expert guidance on staff benefits, service conditions, and grade classification.
Speak on behalf of the Institution at departmental selection boards and appointment panels.
Check staffing tables and post occupancy reports to maintain effective vacancy management.
Monitor training, career progression, and performance management processes to ensure an inspired and high-performing workforce.

Direct preparation, planning, and implementation of the IIMP’s work programme and budget to align with strategic priorities.
Oversee monitoring and control of budget expenditures, detect variances, and suggest corrective measures.
Establish and apply effective financial management systems to ensure transparency and accountability.
Prepare periodic budget and expenditure reports, forecasts, and analysis for senior management and UN oversight mechanisms.
Carry out reviews to enhance cost-effectiveness and efficiency in budget reporting and financial operations.
Install and ensure the effectiveness of internal control systems and financial policies in line with UN standards.
- General Administration
Manage administrative and support services such as procurement, transport, travel, information technology, and logistics.
Manage and mentor administrative and support staff through leadership, coaching, and professional growth.
Design and apply administrative procedures that ensure the effective use of institutional resources.
Generate analytical and policy reports to guide decision-making and enhance institutional governance.
Provide leadership or assist in reviews of the Secretariat’s field and headquarters offices on the operational requirements, travel, space management, and IT systems.
Apply data analysis and visualization tools to facilitate data-driven decision-making and enhance operational effectiveness.
Execute other related responsibilities as the case may be, towards the operational preparedness and effectiveness of the Institution.

Experience-Best Data Jobs In Geneva 2025
A minimum of seven (7) years of progressively responsible experience in administration, finance, accounting, human resources management, or a related area is required.
Experience in budget preparation and justification of budget proposals for expert or intergovernmental bodies (e.g., ACABQ or the UN Fifth Committee) is necessary.
Desirable experience in the operational establishment of new offices in the UN or similar international organizations.
Desirable experience in human resources management, including recruitment and selection within an international organization.
Desirable experience with data analytics for decision support and operational effectiveness.
Languages
English and French are used as working languages of the UN Secretariat.
English and French (speaking, writing, reading, and listening) at UN Level III are the requirements for this job.
Assessment and Selection
Shortlisted candidates could go through an assessment exercise that may be followed by a competency-based interview. Evaluation will cover the candidate’s experience, skills, and ability for the post.
Appointment is dependent on the availability of funds, budgetary approval, and the extension of the mandate of the IIMP.
