Job Summary
As General Manager – Human Resources, you will have responsibility for guiding the overall HR function, encompassing organizational growth, talent management, HR operations, employee relations, workforce planning, compensation, performance, and compliance.
You will develop and deliver a future-focused HR strategy that supports business goals, creates organizational agility, and develops a high-performance, values-based culture. The job also involves close working with business leaders, line managers, and external partners to create a world-class HR capability.
This role suits a Saudi National executive who possesses strong HR experience, Oil & Gas industry background, and a drive to lead strategic change in human capital practices.

Key Responsibilities

  1. HR Strategy & Leadership

Develop and implement the HR strategy, which aligns with the company’s vision, growth strategy, and operational needs.

Be a trusted HR advisor to the CEO and senior leadership team on all strategic HR issues.

Translate business objectives into functional HR plans and initiatives.

Track and act on internal and external workforce trends, risks, and opportunities.

  1. Organizational Design & Workforce Planning

Assess and model the organizational design to align with strategic objectives and operational requirements.

Guide the manpower planning process, with the right headcount, skills mix, and workforce productivity.

Establish and maintain job architecture, with clarity of role and career development routes.

  1. Performance Management & Culture

Manage and constantly enhance the annual performance management cycle to enable high performance and accountability.

Incorporate values-based culture, encouraging integrity, safety, teamwork, and ongoing improvement.
Encourage change management programs that aid transformation and cultural development.

  1. Talent Acquisition, Retention & Nationalization

Formulate recruitment methodologies that attract best-in-class talent within technical and leadership positions.

Create and implement employee retention and engagement initiatives, based on feedback and data insights.

Drive Saudization and national development initiatives, in line with Vision 2030 workforce aspirations.

  1. Compensation & Benefits

Develop and execute a comprehensive rewards philosophy that fosters motivation, fairness, and competitiveness with the market.

Benchmark and optimize rewards and benefits structures by performance, skills, and external market directions.

Ensure clear and compliant administration of rewards and recognition initiatives.

  1. Talent Development & Succession Planning

Drive leadership development, high-potential identification, and succession planning across all levels.

Manage learning and development programs to develop technical, leadership, and behavioral competencies.

Foster internal mobility and career development routes for Saudi as well as non-Saudi staff members.

  1. HR Operations & Technology

Provide effective and compliant HR operations, such as payroll, records, contracts, and policy enforcement.

Guide the implementation of HR technologies and digital solutions, such as HRIS, employee self-service portals, and analytics solutions.

Drive ongoing improvement and operational excellence across all HR service areas.

Implement complete adherence to Saudi labor legislation, organizational policies, and moral codes.

Oversee internal audit and regulatory reporting for HR, such as inspections and external assessments.

The Ideal Candidate
The Ideal Candidate should be a Saudi National HR executive with a strategic thinker, business acumen, and experience working at the interface of human capital and industrial performance.

Qualifications:

Bachelor’s degree in Human Resources, Business Administration, Organizational Psychology, or equivalent field.

A Master’s degree or MBA is strongly preferred.

Additional certifications (e.g. CIPD, SHRM, HRCI) would be a significant benefit.

Experience:

Minimum 15–20 years of HR experience, at least 8–10 years of which must be in executive or general management positions.

Demonstrated experience in Oil & Gas, Refining, Petrochemicals, or other heavy industry segments is mandatory.

Experience of managing large HR teams and complex organizational structures.

Hands-on leadership in HR transformation initiatives, such as change management, technology adoption, and culture creation.
